I just upgraded from an i7-7740X to a i9-9980XE, and the performance is horrible. Laggy, weird glitchy performance. Running Passmark Performance Test 10, it crashed the first time. On second run it didn't crash but is was unresponsive for a while, then UI started functioning and I could launch the tests. The scores are awful, far lower than the i7.
With the i7 I got a 3166 for the memory mark. With the i9, and same memory, I'm getting a 1215. Perhaps this is a clue of what's wrong.
The CPU mark doesn't even appear. The overall passmark rating is dropping from 5900 to 1665 after simply swapping CPUs.
Same memory, nothing different, just upgraded CPU. I did rearrange the memory into different sockets, per the manual. And I haven't messed with any BIOS settings. I'm running F8m version of the BIOS. The memory is 64GB, 4x 16GB CORSAIR DOMINATOR Platinum Series DDR4 DRAM 3000MHz C15
I was running 2x Titan X with SLI bridge with the i7. They were docked in sockets 1 and 4 (skipping 2 and 3). Socket 5 also empty. Looking at the manual I see there are some restrictions depending on CPU type and sockets used. So I pulled one of the TitanX's out just to see what would happen. Left just the one, in socket 1.
Now the machine won't even boot.
I see no BIOS prompt. Fans and lights spin up, sounds like things are happening for a while. Runs for ~30 seconds like this (I timed it) and then goes silent. Fans shut off. All the red lights go off. But the RGB/aesthetic lights remain on. Like it crashed. And it's just sitting there like this for a long time now, doing nothing.
After several power cycles prompt appeared. I immediately hit DEL to enter BIOS. Took about a full minute before BIOS finally opened. Now that I'm in the BIOS, it is lagging to the point of being unable to make changes. When you move the mouse, 1-2 seconds, it moves. If I try to move mouse to the right to open the slide menu that shows frequency stats, it just seems to freeze up there and kicks the mouse back to left side of the screen.
I'm afraid to even boot windows, it will just be more of the same erratic behavior I expect.
Running on an M.2, took a full 3 min to boot Windows. And then logging in, literally seconds between character strokes. Things continue like this, insane lag. Taking 5 minutes to boot startup apps. LOL.
This is easily an order of magnitude worse than when I had SLI and two graphics cards. Odd.
Okay, now I'm going to try dropping half the memory. Going from 64GB to 32GB. All are the same make/model, but 2 are new. See if this does anything.

That increased performance by a lot, but still laggy. Took ~30sec to boot. Felt like a half second lag between character strokes to login. It's taking minutes to boot startup apps.
Running Passmark/PerformanceTest, the Memory Mark fails. Error message at Memory Threaded test for taking too long. Final result is a score of 1197. Both with 32GB and 64GB I was getting ~3160 when running the i7.
I'm totally at a loss, not sure what to even try at this point. I've got the system components stripped down. When running the i7 I was not overclocking. All default settings. All I can figure is either this CPU is bad, or I've got a memory mismatch with the CPU, or there is some BIOS setting I'm supposed to tweak?
Now it's rebooting itself over and over again. Whenever I reboot, to try and go into the BIOS, sometimes it won't. No BIOS prompt, black screen, and eventually shuts off. After repeat attempts it will boot eventually. But not this time. It comes on, lights on, black screen, then just reboots. Over and over and over and over.

UPDATE: I was writing this before your last three posts - not sure what is pertinent.
Just thinking out loud here, so bear with me - I don't know which x299 motherboard you have, nor the part number for your ram, so I'm using Gaming 9 as a reference:
1. When you went to from KabyLake-x to the SkyLake-x-Refresh, did you check to ensure your ram is still valid for the new CPU? There are separate QVL ram support lists for each one. Because the ram modules were not purchased together as a kit, then they are not binned to work together and that can be a major problem. Additionally, 4 channel is more sensitive to ram compatibility than 2 channel. Corsair has version numbers too in addition to normal model numbers, which may make it more difficult for you if they are different versions.
2. Were you always at F8m BIOS? Had you previously updated the Intel Management Engine for it? Are chipset drivers up to date?
3. Did you clear CMOS and start with Load Optimized Defaults? New CPU and memory and PCIe Slot lane increase should have had CMOS cleared and started with optimized defaults.
4. With the shutdowns and no booting, your dual BIOS may have kicked in to "repair" the main. You need at least F8i BIOS for that CPU (reference Gaming 9 BIOS). Is your backup BIOS at least F8i? If not then it may have made "repairs" to the main to lower settings not compatible with the new CPU. This plus the ram may be the big issues for you now.
5. I've read where some folks had to do a clean install of Windows 10 with a CPU change because they had performance issues.
6. Hopefully you don't have bent CPU pins or thermal paste where it's not supposed to be.

1) I am not aware of the memory compatibility list you cite. A tad frustrating because I specifically tried to find such a thing and couldn't. All I found was the memory compatibility list on Corsair's site, which paired with the motherboard, not the CPU. And then on Intel's site, they say DDR4-2666 / max 4 Channel, and I'm a grade above that. Exact same specs as the 7740X, except it specifies max of 2 channel. Same speed.
2) No I was at a previous edition. Actually there is a separate thread where I posted about that, because initially the Windows-based flash utility was hard crashing on me. I was able to update by using the flash utility inside the bios from thumb drive. Prior to swapping CPU I updated BIOS and ran all the chipset updates that were pending in Gigabyte's windows utility. If any updates outside of that, I didn't run them.
3) I didn't do it manually, no. I figured it reset on its own upon detecting a new CPU.
4) Hmm, that's an interesting idea. I'm honestly not sure if I updated the backup. I don't think I did. I was able to boot the machine up just now, after it sat power off for a while. Went into BIOS, which was laggy as usual, and I did a BIOS update. I didn't see an option to update the backup BIOS when I did. After rebooting the LED color scheme seems to have reset to the default red. It was green. And now it's doing the continuous reboot thing again.
5) I'll reinstall Windows in a heart beat the moment I think that will matter. Right now though, it won't even boot consistently and the BIOS is laggy, which implies something is off.
6) I guess I can check for that. I don't think there is paste anywhere bad. The bent pin issue strikes me a little unlikely. That space is pretty well managed to prevent that from happening. And to be honest I would think that if the chip was shorted I'd be seeing worse behavior. Here soon I'm running out of options though and will be going back to the other CPU. Unless something obvious surfaces. I'm interested in confirming that this memory should be working.
When I looked at the BIOS listings I would have started with F8i because that's what your CPU must have without a chipset update as shown in the CPU Support section of the Support Site. F8m requires a chipset Intel Management Engine update and I would have avoided that until everything was working at F8i. Of course that's easy for me to state now, knowing what is happening.
Eventually, when do a clean install of OS, you will need to update all the drivers.
Sorry, I thought that I had stated Gaming 9. That's the one I'm on.
Digging into the memory question is a rabbit hole. I know for certain this memory was listed as compatible, somewhere, at the time of purchase. But that was over a year ago. And I've been using it this whole time without issue. Although, I will say, if it turns out the memory wasn't a good pairing, that might explain some odd behaviors that have vexed me for a while. But those issues were small, overall performance seemed reasonable.
Looking at it now, you're right, this memory isn't on the QVL. Also, on Corsair's website they do not list it as having X299 support. Even though I've been using it! Going to Amazon and looking at the user questions for this memory, this is a frequent one. A lot of people reporting it works with X299, but then also reporting incompatibility with 9th and 10th gen CPUs.
I guess next move is to try some different memory. See if I can source something at a local shop to quickly test, and then probably have to order what I really want if that turns out to fix it.

1, If you had gotten a kit for x299 it probably would have worked. When you add a second kit later, even if it has the same model number, that always begs for problems, especially in a quad channel environment.
2. Other ram not on the list may work if you get close to one that's on the list. It didn't work in your case and Corsair states it's not for x299.
At the bottom of the QVL, it states: "Memory modules listed as above is for reference only. Due to massive memory models in market, we can only verify some of them."
3. Seems to me you want quad channel at 64GB, then you would need a 4-module kit of 16GB each that work with the CPU and motherboard. Also at the bottom of the QVL is this: "When enabling Dual Channel mode with two or four memory modules, it is recommended that using the same capacity, brand, speed, and chips of memory modules and also installed in the same color of DDR4 slots" For Quad channel 64mb you would need a ram like 16 GB Corsair CMU64GX4M4C3200C16 ver4.31 or G.Skill F4-3200C14Q-64GVK. The 64 means it is a kit and looking at a single module they are 16GB per module. The C16 and C14 are for timings.
4. The native frequency for the motherboard's chipset is 2133 Mhz. If you want to XMP the QVL states: "When running XMP at DDR4 3200 MHz or higher, the system’s stability depends on the CPU’s capabilities." In turn you would want at least 3200Mhz frequency ram to run XMP. Like those mentioned in #3 above. I'm sure the ram can go higher when overclocked and that's why folks will purchase modules with higher than 3200Mhz.
5. You can get ram that will work in one slot, and the mobo will make an adjustment that seems to work, but working in two slots will be completely different, even working in two slots for a single channel, which yours were working but as you state now looking back you noted some issues. If you can't find any of the ram listed on the QVL, you can go to manufacturers' websites and list your mobo and CPU in a ram configurator or wizard to find ram that the manufacturer states will work. Some only list chipset and CPU, and some, like G.Skill, will list the exact mobo and CPU for ram that will match.
6. BTW, at the bottom of the QVL it reminds what slots should be used for dual channel: 2 DIMM: Supports one pair of modules inserted into the same color slots as one pair of Dual-channel memory configuration. Install the modules into DDR4_2_1C, DDR4_1_1D for better compatibility." Lots of users miss these comments at the bottom of the QVL. I listed them here for others in the forum to know more about QVL.
