You posted in the x399 section. Not many will come to this section to see a TRX40 issue. Recommend you create an account and start a forum post. But first....
1. You will not hear beeps unless you connect to a speaker. In the bottom right corner are 4 tiny LEDs. The explanation is on Page 23, Para 1-8 of your manual.
2. If the BOOT light stays lit, it means it progressed through the CPU, GPU and ram, but something is keeping it from going further.
3. Code 60 means DXE Core is started. On my TRX40 Designare, the next startup code would be 61, but it's not getting there for you. Code 61 begins the chipset initialization.
4. The fix is to clear CMOS and restart.
7. Look in Manual's Page 7, at the bottom right of the mobo diagram and you will see a set two horizontal pins labeled CLR_CMOS, below the 2 vertical EC_Temp pins. Turn everything off, unplug the main power cord from the PSU and take a metal screw driver blade or the equivalent and touch the two pins simultaneously to short them. It happens instantaneously. After, wait a minute or two, then install the power cord to the PSU and restart.
8. If hangs again, hit the reset button on the board (Page 23, para 1-8 at the bottom) each time it hangs until the backup bios either repairs the main bios or starts on its own. Should only need 4 or 5 resets at maximum.
