My vcore spikes up 1.5v on my 1800x and there is no way that I can see to set a manual vcore other then Auto and Normal I am using ryzen master v1.0.1 hwm and cpuz thay all give me the same reading is there any way to stop this

I think that's fine. I think it spikes up like that to try to achieve boost clock speeds when at you have CPU settings at stock. If you don't want that to happen, just overclock, it'll run at your set voltage.
