"Won't resume after sleep"
Check that no external device is feeding back power to your motherboard! Some components may latch up and the BIOS may hang upon next boot attempt.
Things to check (I experienced both of them in the past): - DisplayPort cable Pin 20 DP_PWR must NOT be connected and fed through by the DP cable. Usually caused by cheap cables not adhering to the DP standard (or by a cable actually designed to power a DP converter etc.) - USB bus may feed a wrong, too high voltage back to the motherboard while the computer is in sleep or powered off. Usually caused by crappy chinese wall wart PSUs, feeding above 5.5V.
On every single BIOS I have tried with my 5900X, If I leave it sit and comeback the computer has restarted. The only thing I have set is turn off monitors.
This is what I'm seeing w/ my 3850XT , x570 Ultra w Bios F31 final... well, I'd say it is 50/50? Sometimes it resumes all day... then another day it won't and reboots...

ErP now on. Maching just rebooted from idle (not even sleep I think). I just stepped away... within an hour, a clean reboot (no WHEA events, nothing, just a restart)

SOLVED! Had the same issue and banged my head on it for a while. Further complicating it, I had two issues at once- an ssd going bad was making the sleep time pretty inconsistent. But anyway, that's ultimately unrelated. My symptoms were that after suspending, only some fans would come back on and I'd never get resumed correctly... and the RGB's were a bit inconsistent on the fans as well.
Well... I was using D-RGB from the mainboard. But ALSO powering the cases's RGB button controller (a Phanteks case) with a sata connector. Finally thinking it over, it occurred to me that these were mutually exclusive and should not both be plugged in at the same time! Yanking the case's RGB power cleared all this up for me instantly.

When I was reading this I was delighted thinking it must be the problem, since my case has a similar RGB setup. But unpluging the SATA connector, ARGB header and even the USB controller that controls the RGB panel for my case didn't work. My computer would still go into sleep with code 21, and wake up with code 21 with all the fans spinning and unable to power off via the power button except turning off the PSU.
I am lucky enough that I build 2 computers with almost the exact setup, this one with 5900X+TUF RTX3080, the other one with 5950X+EVGA RTX3090 FTW3 ULTRA. The other computer sleeps just fine, I have tried swapping components such as PSU, CPU, RAM, SDD and GPU, and it seems like which ever case contains the TUF RTX3080, would not wake up from sleep, so I am thinking it must be due to some problem between the motherboard and RTX3080. And guess what, my EVGA RTX3090 died so I replaced it with a TUF OC RTX3090, and here we go, the computer that could sleep and wake up fine, cannot wake up anymore, only debug code 21 and spinning fans.
It's either the interoperability between ASUS RTX3XXX and X570 Aorus Master, or some driver/BIOS issue with the GPU, that's causing the issue for me.

I'm running an O11XL It has an EK CPU water block and front distro that both have ARGB lights. The O11XL has a built in ARGB hub for controlling the front lighting. I had the EK components plugged into a splitter off the motherboard and the hub connected the bottom RGB header. I tried just removing the power running to the hub but that caused all lighting to shut off including items that weren't connected to the hub. Next I just unplugged the ARGB connector from the MB to the hub. I was still seeing some oddness and at that point I just completely uninstalled Auros Fusion 2.0 from the computer. After doing all of that I have yet to have a reboot after my monitors go to sleep. I'll keep monitoring and see if I have reboot issues as they were someone random anyhow but so far so good
Update: I'm still seeing reboots after the monitors shut off. PC sleep is disabled just turn off monitors after X time is enabled. The reboots seem to be a lot less frequent. I'm currently on F33a bios and that reboots were way worse compared to F31/32. Right now I have 1 ARGB header connected and shut off in the BIOS. I might do some testing with all ARGB connectors disconnected. My PC is getting pushed a power policy by my work so I can't just leave the monitors
