I just asked the same question in a earlier posting and no one apparently has a clue.They put out F40 then days later said you had to install this vague software before you did the bios update to avoid some problem if you use 4 dimms.
Yes I also got a black screen and a reboot, and so no idea what it did.

After running the tool it created a read file in the same folder that I unzipped the tool to, tit said one word "pass". So I guess it passed, big mystery to me.

I just ran the update tool after already being on f40a, and after rebooting i had severe graphical artifacts for a few seconds that eventually just turned into a screen full of static and green lines. after that the system reset and loaded on the backup bios. I switched back to the main bios and reflashed f40a even though it still had f40a on it and it seems to be ok for now.

After using EC FW Update Tool I started to have some problems (x470 Gaming 7):
1) My mouse (EVGA Torq X5) eventually is not recognized on cold boot, I have to unplug it an plug it again to works (USB).
2) My onboard sound is not working, actually I can hear the sound really really really low, almost inaudible.. tested with Backup Bios, fresh windows install, drivers and etc, no lucky..
never had any of this problems BEFORE using EC FW TOOL UTILITY.
EDIT: just a note, F8 bios gives me '24' Debug LED Code after a successful boot (it was always like that). F41a gives me 'AA'.
Just did another test with Linux, Fresh Windows install, fresh drivers, F8 Bios and F41a Bios. It seems that after using EC FW TOOL something happened with my rear sound out (green plug).. if I plug my headphones into BLUE Plug and remap it as a Speaker Out, it works! But Green Plug was working fine until I used EC FW TOOL.
Mouse bug stills the same. 90% of a cold boot it works fine, 10% it is not recognized and I have to unplug it and plug it again.

I have aslo experienced the problem with the sound. I didnt notice until last night because I had been using my headphones up until then. I have not experienced the issue with the mouse, but i have a g502.

This is where I'm also now sitting. Barely functioning audio and USB I/O. This is unacceptable I've tried updating to F40 and back down to several older BIOS and nothing has fixed the problem.
Also I've noticed there's a loud "pop" noise from the speakers every time my PC boots up now, but ONLY when my speakers are connected to MOTHERBOARD audio. If I pass the speakers through my monitor and use Nvidia HD Audio everything works fine - so the audio problems are 100% being caused by the motherboard.
Installing the "ECFW Update" forced my PC to reboot with no warning message and caused these problems arterwards.
Attempting to rerun the "EC Update" and I get the message "You do not need to update firmware."

I sent a message to tech support today explaining the issues with the bios and the patch. Hopefully we will hear something back soon. I also ask them what the proper process is for running the patch. Not sure if we should have flashed back to an older bios prior to running the patch or not.
I have had this audio issue on my gaming 7 in the past and its been reported before, but in the past a reboot would almost always get the audio working again. Now it seems to be a permanent issue after the patch. If you have the option you can still use the optical output or the front panel header. The other option might be to use the control panel to route the audio through a different port on the back, but I have not tried that yet. I was on my computer for about 6 hours today and didn't notice an issue with usb yet. For the record I am on f40a, so that may be why I dont have the usb issues.

I'm on X470 Aorus Gaming 7 WiFi (revision 1.0) F40 BIOS. And yes, as you said, I've had the audio issue in the past - also like you, a cold reboot always fixed it. Quite an annoying bug but I was willing to look past it.
I will NOT be able to overlook my onboard audio being permanently borked, however. The high-quality (relatively speaking) onboard audio was specifically one of the reasons I selected this board (alongside the very beefy VRM+Heatsink setup).
So based on this "Update" directly causing the "extremely low volume audio" issue, I think it's fair to say that the issue has been due to the embedded controller all along....
Hopefully we/they can get this sorted out ASAP - right now my audio is functioning by passing my speakers through my monitor and running off the "Nvidia HD Audio" but the sound quality certainly leaves a bit to be desired (IMO)

I don't have any of these (Front panel header or ptical output). Remapping/rerouting blue output works, but not as good as green output (sound volume/quality).
For USB problem, like I said, for me works great 90% of the time, just a few times I have my mouse not being recognized at a cold boot, actually it was only the day that I updated the BIOS/EC FW, after that day I didn't have had this 'bug'

Those that are having sound issues, it could be from the latest Windows 1903 update. This update hosed my Titanium HD, and many other XFI cards. I had to roll back to 1809 using recovery tool in Windows. So roll back to 1809 if you installed the update or look for updated drivers.

I moved that drive to another computer and copied over all data I wanted to keep and did a clean install.
