I just set up my new TR system and the motherboard will not POST. I've verified the PSU works by installing it into another system and it is fine.
When I initially plug the 24pin ATX cable into the motherboard the LEDs light up but then turn off after a few seconds. Hitting the power button on the motherboard or using the case switch does not do anything.

You did connect the 8 pin and 4 pin secondary atx 12V power connectors on the top left of your board right? You should have 3 power cables going to the board. If you are not getting leds and your fans are not kicking on it sounds like the motherboard isn't getting enough power.

Yup - I had to go out and get a new PSU because the one I had only had the 8 pin. I picked up an EVGA 850W so I don't think power is an issue. I did test the PSU with another motherboard, although it only required the 8 pin, not the additional 4.
I tried some more stuff last night after my first post. All power cables are in. When I plug in the 24pin ATX, the LEDs flash for a second and turn off. It sounds like there's a small fan running under the heatsink for the x399 chip but I can't verify it. There's also a very small LED next to the rear USB ports that's on. Once I hit the power button (either on the motherboard or using a tester button that's plugged into the PWR header), everything shuts down.
I took the motherboard off the case tray to make sure there wasn't a short happening somewhere; the same thing happened.
To me it seems like there's a short since the LEDs do flash for a second. Power shouldn't be an issue with the new PSU and it works on another motherboard (albeit without the additional 4pin).
I'm about to give up and just start an exchange with newegg.
Hello, I'm javing a similar issue with mine (no post, no beep nothing). When trying the boot everything kind of boots, cpu and ram led go off, debug display goes to 4F and vga led turns on...

check your case's stand off. if the board touched the standoff in the wrong way it will cause a short and all your power will go to the case not the board ---> No Post

I took the motherboard completely off the case's motherboard tray and it still does the same thing. I have another board coming from amazon in the morning. If that one works I'll just return this one to newegg saying it's DOA. If this one does the same thing I'm going to seriously question my move to threadripper...

Ended up sending my card back to the retailer as DOA. I must admit, given the state of the box and the rust? stains on the socket attachment (small brown circle around the motherboard to backplate screws), I kinda expected that. Ordered another Gaming 7 from another retailer. Will see. If still no go I'll probably switch to another (more proven) platform for the time being and call it a day on that rig for now

I have the same happening here.
1950x on a Gigabyte AORUS x399 + NZXT Kraken x62
Plugged everything, as soon as I turn on the power switch on the back of the PSU, the mobo leds turn on, and then the ram pulses, and then nothing.
Then I click the power button (after connecting the Front Panel Wiring on the mobo colored pins), and I hear a click as well and then no sign of life except for the ram sticks LEDs pulsating.
Ram sticks have the red leds pulsating slowly (Corsair Vengeance 3200 Red leds)
I have the cooler fully connected, 2 ram sticks, no graphics card (yet)
Had the same issues as reported...was trying to boot with Corsair 16GB 3200 and machine would not post. Had spare GSkill 16GB 3200 and system posts/boots 100%. Looks like the are RAM compatibility issues.
x399 + 1950x, post fails with cpu led lit and 3e debug code. Tried booting with a single dimm, resetting cmos didn't change anything. I've thrown an old video card into the other x16 slot to the same effect. All fans spin up, etc., have power connected to all 3 mobo connectors, everything went together fine. Do I try reinstalling the cpu? Need to decide if its the cpu or the mobo.
gigabyte finally took a tech supp request through the edge browser, chrome fails to submit with a system is busy try again later error. Response is promised in 4-7 work days! Woo hoo. I may just return the board and try a different vendor. What a pita. I've built maybe 15 machines over the years and never had trouble like this...
