After finally getting a motherboard that would power up (third one), It will boot, but not if I have an external USB drive plugged into the back panel USB. It gets to the Aorus logo on the screen then sits (I let it sit once for 35 minutes). If I unplug the USB drive then it will finish booting.

If that same USB drive is plugged into the front panel, then the system boots with no problems.

There are other problems, but I don't know if they are all related, maybe so: My Logitech wireless keyboard and mouse no longer receive full strength signals. I have to have them within 2 feet of the transceiver in order to work. My previous motherboard (Asus) gave no such restrictions. I could be 8 to 10 feet away and have full use of both.

Perhaps something still wrong in the third MOBO?

I failed to mention that if I try to open files/folders, whether on the USB drive or internal SSD drive, sometimes they open immediately, but sometimes they freeze for up to 5 minutes, and then open. Again, not on the previous install.

I'm in a production environment, working from home. Any help?

I have also experienced some issues using a Logitech wireless mouse when a USB 64 MB drive (mass storage device) is connected to my PC (Z390 Master) to any USB2 or USB3 front port. I don't have an issue if I use a wired mouse. No issue if I plug the USB flash drive (mass storage device) into the USB3 generation 2 port on the system board.

Try the below suggestions:

Change the battery in the wireless mouse.
Move the transceiver to a front port (don't put a metal case in-between the transceiver and the mouse).
Go to Logitech and see if there is an available firmware update. Sometime ago this fixed a boot up BIOS issue for me when the mouse was moved before or at power on.
Uncheck all of the "let PC turn off power for the USB storage controllers" in Device Manager. This did help some but not a total fix for my situation.
Try using a different brand of wireless mouse. I haven't tried this option.

Older USB devices that are not classified USB mass storage devices by device manager don't cause the issues when using a Logitech wireless mouse.

Thank you. I tried switching my wireless mouse from the Logitech to MS. That did help somewhat, but not completely. It's a start.
Now, for the other problems mentioned.

Fixed by a Win reinstall to UEFI. Old install was non-UEFI and I guess this was causing the problem. Still since F11 was working this proves there might be an issue with no-UEFI installs on F20 and F30.
