So!

I have done my part - looking up the specs for the RAM, updating to the latest bios, and manually keying in timings, voltage, etc for this kit: CMU32GX4M4C3000C15B

I really love this RAM - but it is eating my alive trying to figure out how to get this kit running better than 2133. :/

What should I be doing differently?

try XMP, with 2933 timings, auto DRAM voltage (1.35V) and SOC voltage 1.15V.

That's how I get my 32GB GSkill RipJaws CL16 kit to run at 2933.

Depending on your particular RAM though, you might have to loosen timings, or even just be patient and wait for further BIOS updates.

Well, I'm avoiding XMP right now.

Try adjusting a little at a time, using stock timings, w/ DRAM Voltage at 1.35v and VSOC at 1.2v and slowly adjust the speed from there, leaving the timings alone for now.

Fixed by a Win reinstall to UEFI. Old install was non-UEFI and I guess this was causing the problem. Still since F11 was working this proves there might be an issue with no-UEFI installs on F20 and F30.
