I see, I see, I have an EVGA G5 1000, and it has x2 CPU connections, both are 8x capable, so which 4x do I leave out of the loop for the x4 ATX? Actually, this much turns out to be pretty easy to figure out, both are keyed, and there is only one side that will fit the m/b 4x connector.

Hmm, reading a couple of other blogs of similar user experiences, different motherboards, same code, their experience seems to be RAM related. I do not relish the thought of this because I have a bequiet Dark Rock Pro TR4 fully installed at this point, and the path to RAM is very much obstructed.
When I installed the RAM, I did not get a "click" in all cases, but I did verify the seating seemed good, the latch either caught with a click or a thump, so I am pretty confident that the tab was locked and seated firmly in place.
Error codes bouncing between 16 and 3E, no screen, not even getting that far.

You don't state which motherboard you have. I checked the Designare and your ram is on the QVL support list, so I presume that part is fine.
You didn't mention clearing CMOS, which is necessary with a new board before trying to start. Go ahead and do that according to your manual.
The code 16 is Pre-Memory System Agent initialization. Dr. Debug states this about your 16 code: "Problem related to memory. Please re-install the CPU and memory then clear CMOS. If the problem still exists, please install only one memory module or try using other memory modules."
If you didn't get a click when installing the ram and you don't see the ram locks in the up position, then they are not installed correctly. If they are fully installed, your CPU/socket may have bent pins or thermal paste flowed into the socket, or the cooler is tightened too much, etc.
The 3E means the chipset cannot be initialized and that's likely because it can't get past or accept the memory or CPU problem.

Wow duh case of user error reading the documentation. Got my X marks confused with check marks for RAM channel slots. It is a good time to reapply the thermal compound as well... Thanks so much!

That was it, changed RAM slots and all is well, posted, BIOS did recover and was updated. Also a good opportunity to better apply thermal compound after cleaning both surfaces with rubbing alcohol.
