As the subject asks, how do I Q Flash Plus?
Out of the box, which BIOS version does the m/b have? I need to install BIOS support for 2G Ryzen TR, 2950X, have the BIOS image on USB thumb, renamed to GIGABYTE.bin as the instructions state.
Bare minimum what bits do I need to install in order to do it? I have the PSU connected to the m/b, as I understand it, I do not need RAM or CPU installed? I can install the CPU, but as with other AMD m/b's, early BIOS version do not support the later gen CPU, correct?
Plug it in to the white coded USB port, power up, I see BIOS LED flash, then nothing, no flashing BIOS LED, no codes, no nothing.
Build happening this weekend, today preferably... Thanks...

There are different perspectives on using Q-Flash Plus, whether you can do it with CPU installed or if it must be uninstalled. But there is no question that it works with the CPU uninstalled:
Per Gigabyte, these are the expanded instructions:
Step 1: Prepare the USB drive
Download the latest BIOS version for your motherboard from the motherboard product page. Extract the downloaded BIOS file to the root of your flash drive. We need to rename the BIOS file so that Q-Flash Plus can find it. Rename the BIOS file to GIGABYTE.bin. Step 2: Plug the USB drive into your computer
Now you need to plug the USB drive into the USB port that supports Q-Flash Plus. You will be able to find this in the manual of your motherboard. Step 3: Flash the BIOS using Q-Flash Plus
Ensure that your power supply is connected to your motherboard and try and boot your computer. After about 20 seconds, Q-Flash Plus will notice that the computer is not booting correctly and will start the BIOS flashing process automatically.
You will see that the BIOS LED will start flashing on your motherboard which indicates that the BIOS flash is currently in progress. After a few minutes, the LED shall stop flashing which means that the BIOS flash has been completed.
As for which BIOS to use for your X399, I can't say.

Appreciate the general response. I am not seeing any flashing LED, so "I question". Anyone with any specific X399 Designare Ex experience here? Thanks...

Okay, so apparently CPU does need to be installed. Just didn't want to cross that bridge until the correct moment. Some of the videos indicate you can do it without RAM installed, which is accurate, I think. Does require a CPU is installed. BIOS LED flashed for the 2-3 minutes, then I take it rebooted, now is solid BIOS LED light, 00 code on the board. Success?

Can't tell because the 00 is what you get if the PC can't start the post process. No devices installed, so can't boot.
For some with working, bootable PCs the 00 is CPU problem, or video problem, or ram problem.
I believe if you had tried to boot the mobo prior to using Q-F+ you would have gotten 00 too.
The fact that it flashed for that long period suggests strongly that it was successful. Others who had failures reported the flash lasted only a few seconds. Some of those had the CPU installed and when they removed the CPU it flashed like yours did and was successful.

Usually if you are seeing 00, doing a clear cmos will get things running again. If its persistent on 00 then for some reason the board cant initialize the cpu.

Well I got past the initial thing here, but now running into a hard BIOS failure to POST, and my suspicion is that it is probably RAM related. See post for continued discussion over this opportunity.
