That's great but you shouldn't have to rely on another manufacturer's bios. You may run into problems if you ever have to RMA your card... 2 MSI 2080ti Dukes ordered...
People are claiming the power limit is lower than FE but I am not so sure. You have to find out what is the base power limit. That's extremely important for calculating what the total limit is (109% of what number)? Nobody has mentioned the base limits of these cards in this thread yet. If it's higher than FE (260W x 123% max = 320W) then 109% of the higher limit could be equal to or higher than FE. I know the Gigabyte cards might not have stock base limits because the new F3 BIOS posted earlier in this thread has a substantially higher base of 300W x 122% max = 366W.
If you buy the Duke it's still going to be a reference board. You'll have to flash it anyway if you want higher than FE power limits, and if you don't want to flash another manufacturer's BIOS, you have to rely on MSI to provide an unlocked BIOS as well.
People have been flashing the Gigabyte Gaming OC BIOS (for 2080 Ti, not sure about 2080) to other reference boards with no issues as well. I expect that if that's the case then it will work for flashing to the Windforce if you are so inclined.
If you expect MSI to provide a fully unlocked BIOS for the reference Duke then there's just as much a chance there as Gigabyte is going to provide one for the Windforce. Don't cancel your preorder without all the facts and have to wait weeks more for your card because you fell back a few 1000 places in the preorder queue.
Just FYI the power limits are NVidia spec, and the windforce cards are our "base" model. Just so everyone has accurate information when making a purchasing decision: Right now there is no plan to raise the power limit on windforce cards. Its always possible we do somewhere down the road, but for right now we are sticking with the current VBios. That being said I encourage you to read reviews and ask other who have any of our cards how they are performing. A few tests (Tech Yes City in AU) actually got better OC's, with lower noise, than some competitors with the lower power limit still in place!
How can a card that is 10 usd cheaper than FE, have a 109% limit when FE has 123%, I'm sorry but this is rediculous. Base Cards have a suggested MSRP of 700 USD and you guys are selling an OC model with such a low Power limit. Really sad...
Since the Gaming OC received a bios update the above likely doesn't hold true. What annoys me is that the Gaming OC and Windforce are essentially the same. THE ONLY REASON to buy a Windforce over the Gaming OC (other than availability) is because of EK waterblock compatibility (per their website).

@ GIGABYTE - Matt What is the Base TDP of the Gigabyte 2080 Ti Gaming OC and Windforce? Are they both 260W or 300W? It is not listed on the Gigabyte webpage.
Also have a gigabyte 2080ti on the way. Also preordered the evga Xc ultra just incase. Looks like this is being sold/going back on receipt. An inferior card for £1200 is unacceptable tbh. I found the Xc ultra for literally £50 more.
4. navigate to the folder you downloaded it to, for example create a folder in your user folder called flash, put nvflash files and the bios in that folder. Then in command prompt type: cd c:\users\yourname\flash that will tell the computer where to look.
5. Now in cmd prompt you should see that it's looking in that folder, now, type in cmd prompt: nvflash64 --save backup.rom that will save your current bios just in case things go wirery
6. now type in cmd prompt: nvflash64 -6 nameofnewbios.rom
so if you are on 32 bit windows you just type nvflash and not nvflash64 (if there's two versions in the download, I forget) be sure to check the name of the new bios you downloaded and that you type it correctly in the cmd prompt
7. restart and that's it

What you said would make total sense... to someone that have common sense. Gigabyte doesn't like that game. I don't understand, how can you produced something like the Gigabyte 980Ti G1 Gaming (Reference PCB of the time was way worse than now), and now, that NVIDIA produces a REALLY good reference PCB (with little to no improvement to custom PCB, like you can see in the videos FE PCB and Asus Strix PCB), you need to cut the corner... in the stupid BIOS.
Why would you have at least 350W with a 13 phase VRM, running between literally at 25A per phase, which could run without a heatsink and just airflow. Don't be so fool!!!
The VRM on the left can't handle 12W (stock) 18W (OC) and the right one can't do 15W (stock) 22W (overclock), that is just madness!
It is not like if the reference PCB, was overclocked with LN2 (kingpin), without hard modding the power input (EVGA EPOWER V). The reference PCB can just handle 700W of input, no problem. Connectors are rated for that, and you have enough phases to do so.
Only modifications done were:
- Shunt modding, for power input limits on FE design.
- Hard modding for Vcore.
Now, beloved gigabyte, you have better VRM heatsink than FE model, and more airflow, and the reference PCB(FE card).

Yeah...terrible company. Shouldn't have to use another board's bios to make the customers happy. What they don't realize is that we don't really care if the card cost 1150, 1200, 1300...its all the same at that point. These are enthusiast cards. They're trying to justifying different price points between the windforce and gaming oc with a different bios which is stupid. I'm sure all of us who bought a windforce would be happy to pay 1200 instead of 1150 for example to get at least the performance (or capabilities) of nvidia's reference design. And what's really insulting is that they thought we wouldn't find out... We're a bunch of computer geeks. Of course we're going to find out that they're throttling the card. I got lucky and bought 2 2080 ti gaming x trio's from bestbuy...but no EK compatibility... However, I did email them and they said they're likely going to make a block but would be able to give me more details by the end of the week... Not sure the dukes I ordered are from a reputable place - shopblt? Heard they give customers ETAs that never materialize. Anyway, the 2 windforce were from amazon so I'll either sell them on ebay or just return them.
This is the rom for the 2080ti EVGA Ultra. Should we called all the new Windforce cards 2080ti EVGA Windforce?. The amount of people that will do this to the windforce, as this cards are only limited by power targets.
